Although Mexican and foreign industrialists now had to contend with a new legal framework, the Revolution did not, in fact, destroy the industrial sector, either its factories, extractive facilities, or its industrial entrepreneurs, so that once the fighting stopped in 1917, production resumed.
Once the initial bungling was over, Pemex developed the capacity to fuel the industrial revolution that marked Mexico’s next epoch. No one realized at the time how important petroleum would become on the world political and economic scene in the decades ahead.
