Restless Records was started in the late 1980s as a part of Enigma, which ended up absorbing its parent label after it was briefly spun-off. In the early 1990s, it also absorbed Twin/Tone.

Restless Records was created by Enigma Records in 1985 to focus on acts that were considered unready for major label distribution. By 1991, Enigma was folded into Restless, and the relaunched company was handled by former Enigma executives William Hein and Joe Regis.
