François Scarborough Clemmons (born April 23, 1945) is an American singer, actor, writer and teacher. He is known for his appearances as "Officer Clemmons" on the PBS television series Mister Rogers' Neighborhood from 1968 to 1993.

Clemmons was born April 23, 1945 in Birmingham, Alabama and moved with his family to Youngstown, Ohio at an early age. When it was discovered that he had a singing voice of purity and power, he began singing at Church functions and at a nursery school.

Aug 5, 2020 · On an episode of Mister Rogers' Neighborhood in 1969, Mr. Rogers famously asked François Clemmons, one of the first recurring Black characters on a kids' TV series, to soak his feet in a foot bath with him on a hot day. It was an invitation for Clemmons—but also for all Americans to stand in solidarity with the Black community.
