Parker is an undercover agent for the FBI. He leads a unit to shadow Cuban General Pablo Arnaz, who is suspected of criminal activity. When a cocaine transfer takes place in exchange for microchips, Arnaz is arrested after a bloody fight. Parker discovers that the chips come from defense, intended to control human behavior.
