After firing bureaucrat Willets (Ronald C. Frazier) for allowing the theft, Brubaker sets up an inmate council, headed by three trusties, Dickie, Eddie Caldwell (Everett McGill) and Floyd Birdwell (Joe Spinell) to handle the purchase orders.
