A Shanghai doctor named Tangsan, is trying to help the town's poor people. Meanwhile, he has the murderous Axe Gang to deal with as well as his feelings for the gang leader's sister.
Sun Tong Saan Dai Hing plot. Tangsan is a doctor living in the poverty-stricken area of Shanghai. All the poor people come to him for help because of his kindness. But soon the Ax Gang comes into view and they plan to destroy the city so they can build their own casino. Tangsan gets involved and starts an ongoing battle with the gang.
