Bart rejects the advances of a man-killing woman who has been sicced on him ( Madeline Kahn as Marlene Dietrich -- Lili von Shtupp), and the people build a dummy town and lure the bad guys into it. One of the hallmarks of Brooks' movie humor has been his willingness to embrace excess.
In order to grab their land, robber baron Hedley Lamarr sends his henchmen to make life in the town unbearable. After the sheriff is killed, the town demands a new sheriff from the Governor, so Hedley convinces him to send the town the first black sheriff in the west.
Irreverent spoof about a black sheriff hired by a crooked speculator to drive citizens out of an all-white town which lies in the path of a railroad.
