Dec 6, 2015 · Oscar Wayman Holmes Jr., the first African American commissioned officer in the United States Navy and its first Black aircraft pilot, was also the first Black air traffic controller. Born January 31, 1916, he was the son of Oscar Sr. and Grace Holmes of Dunbar, West Virginia.
Holmes, who never really thought of himself as a pioneer, actually broke three color barriers, becoming the first African American air traffic controller in 1941 and a year later becoming the first commissioned Black officer in the U.S. Navy and the first Black Navy pilot.
