    • Disconnect Your Water Heater Element. Your first step should be to test both heating elements using a multimeter. This will tell you which heating element is faulty.
    • Get an OHM Reading. Connect a multimeter to the terminal screws to get an OHM reading. If the value is zero (for a digital multimeter) or the needle doesn’t move (on an analog device), then the part is faulty.
    • Drain the Water Heater. Turn off the cold water supply to your heater. The shut-off valve is typically above the water heater on the cold water pipe. The lever will be perpendicular to your pipe when the water is off and parallel when it’s on.
    • Open the Access Panel. You may have already opened your access panel. If not, remove the cover and fold open the insulation to expose your water heater element.

    • Turn Off the Power. Locate the circuit breaker for your water heater in the main electrical panel and turn it off or remove the fuse, if you use fuses.
    • Access Heating Element. Find the access cover panel on the water heater and remove it. Fold the insulation back and away from the heating element to expose the screw terminals and circuit wires.
    • Test the Heating Element. Use a multimeter to get an OHM reading. If the multimeter reads O, the heating element needs to be replaced. But if you do get a reading, the problem may be the other heating element.
    • Drain the Water Heater. With the power to the water heater off, turn off the cold water supply line to the water heater. The shutoff is typically above the water heater.

Reinstall the plastic shield over the thermostat and heating element. Fold the insulation back over the thermostat and heating element. Reinstall the heating element cover and screw.
