Legally, JPL is within both the City of La Cañada Flintridge and the City of Pasadena. Per the Los Angeles County Assessor's map, the vast majority of the site (I'd say ~90%) of the campus is within La Cañada Flintridge, but there are parts of buildings/buildings that are within the City of Pasadena's limits.

Founded in 1946 on the lands bought from the Flintridge Country Club, it is owned and directed by the Capuchin Friars of the Western American Province of Our Lady of Angels.
