Lancaster County was surveyed in 1857. The county was divided into sections, and precincts were established for the purpose of holding elections in 1870. In 1888, Thomas J. Dickson was elected County Commissioner with 3,564 votes. His opponent, O.S. Hazelton received 732 votes.
