What does it mean for an area to be classified as “rural?” Federal agencies, researchers, and other analysts use two main classification systems to define rural areas: (1) the U.S. Census Bureau’s urban and rural defini- tions, and (2) the Office of Management and Budget’s (OMB’s) Metropolitan and Micropolitan Statistical Area standards.

Urban areas comprise densely developed areas with 2,000 or more housing units or 5,000 or more residents.

The Census Bureau defines rural as any population, housing, or territory not in an urban area. This definition is closely tied to its urban definition, of which there are two geographical types: "Urbanized Areas" have a population of 50,000 or more.
