Moved to Reading one year ago. Reading definitely feels less rough than SE London or the parts of NY I lived in. Oxford is obviously more affluent and feels a bit cleaner/safer, but housing prices are roughly 40% higher. All in all, I really like Reading. It has more going on than Oxford (food-wise, activities-wise).
I feel safer than I did in some parts of London but...I can't think of any safety metric which Reading would particularly excel in. Personal Safety/Fear of Crime/Actual Crime: Not great in my experience. Seen too many incidents in the Oxford Road area. Road Safety: Complete and utter joke here.
