OP is making assumptions. moot can't delete /jp/ even though he wants to because if he did so now they'd flood into /a/ and ruin it. He could delete /r9k/ because the users would move into the new /soc/ and /adv/ and /b/. /new/ was just in a trail period, so no consequences to deleting it.
