Pulaski County History Prehistory. One thousand years ago indigenous “Mound People” thrived in the lower Arkansas Delta region, developing settlements and a network of trails and trade routes. Evidence that these people flourished in Pulaski County can be found at the Toltec State Park in Scott, Arkansas.
