The Senate subsequently moved to the Manila City Hall, with the House staying in the schoolhouse. The two chambers of Congress returned to the reconstructed Legislative Building, now the Congress Building in 1950. In 1973, when President Marcos ruled by decree, Congress was padlocked.
Under the 1973 Constitution, it replaced the bicameral Congress of the Philippines established under the 1935 Commonwealth Constitution. When the bicameral Congress was restored in 1987, the complex was set aside as the home of the House of Representatives. The main building of the complex is still often referred to as the Batasang Pambansa.
Congress stayed at the Legislative Building, by now called the Congress Building, until President Marcos shut Congress and ruled by decree starting in 1972. Marcos then oversaw the construction of the new home of parliament at Quezon City, which convened in 1978.
