The federal judiciary relies on Residential Reentry Centers (RRCs), also known as halfway houses or community correctional facilities, during various phases in the federal criminal justice system. RRCs are operated by vendors under contract with the probation and pretrial services offices (pretrial) or the Bureau of Prisons (BOP) (post-conviction).
Most federal halfway house placements are made pursuant to the BOP’s authority under 18 U.S.C. 3624(c)(1). That statute allows the BOP to place prisoners in a federal halfway house for up to 12 months for “pre-release” reasons.
