I don’t know about the 18 minute part, but the snippet of music is definitely “Matilda Mother”. You can hear Syd loudly singing the lyrics for the original Hillaire Belloc version. A studio version of the Belloc version was used for the 2010 mix.
"Matilda Mother" is a song by the English rock band Pink Floyd, featured on their 1967 debut album, The Piper at the Gates of Dawn. Written by Syd Barrett, it is sung mostly by Richard Wright with Barrett joining in on choruses and singing the whole last verse. It was the first song recorded for the album.

Matilda Mother 2016 remix is amazing IMO it sounds way better than the original mixes (Mono and Stereo), less saturated, much more enjoyable. And it's extended too.
