In 1894, a year before the state legislature created the Pennsylvania Game Commission, no animals, with the exception of a few songbirds, received complete protection. Wildlife was sold in markets and served in restaurants. Deer were shot over salt blocks, and jack lighted, wild turkeys and grouse were shot at night while roosting.

It was chartered by the Commonwealth of Pennsylvania on March 21, 1859, but its opening was delayed by the Civil War until July 1, 1874. The zoo opened with 1,000 animals and an admission price of 25 cents.

As the need to promote humane treatment of animals was so great in the city at that time, Mrs. White and her friends followed the advice of Morris Waln, president of the Pennsylvania SPCA, and formed their own society. The Women’s Branch of the Pennsylvania SPCA was formed on April 14, 1869 by Caroline Earle White and 29 other women.
Through the work of Colonel M. Richards Mucklé, a Philadelphia businessman, the Pennsylvania Society for the Prevention of Cruelty to Animals, or the PSPCA, was chartered on April 4, 1868. Upon creation the PSCPA was the first humane animal society in the state of Pennsylvania and only the second in the United States.
Bears are powerfully built animals. Adults are 50 to 85 inches in length, including a 3- to 5-inch tail.
