Feb 8, 2016 · JEFFERSON COUNTY, AL (WBRC) - Deputies in Jefferson County arrested a man wearing a clown costume for DUI Saturday night. Joel Allan Sloan, 51, of Fultondale, is in the Jefferson County Jail with a bond set at $2,500. Investigators learned Sloan also had an outstanding felony warrant for first-degree theft of property.
