     The rate limit exception code indicates that you are sending messages from a backend server too frequently. To ensure a stable service, there is a per minute / per device app upper limit on the number of messages that can be sent from a backend server. This limit is set high so most well behaving apps should not be affected, all apps should however be prepared to receive this error code.

     As specified in the question, in the case of an HTTP Connection Server, the error code will be “DeviceMessageRateExceeded”. And for a Cloud Connection Server, it will be “DEVICE_MESSAGE_RATE_EXCEEDED”, which is replacing the previous error code “QUOTA_EXCEEDED”.

     If your backend server receives this error code, it must slow down the rate it sends messages to the client, ideally by implementing exponential backoff.

     As already stated by @zdegenr, I also experienced that you can only create about 50 permissions per 24 hours. I could solve this issue by disabling sending notification emails via the sendNotificationEmails parameter: https://developers.google.com/drive/v2/reference/permissions/insert .

     With this configuration I don't hit the quota anymore...

     As mentioned at https://cloud.google.com/translate/quotas, translation API is optimized for translation of short requests. The recommended maximum length for each request is 2K. , Also documentation says you must create a billing account to increase quota.

     You can use https://tech.yandex.com/translate/ or other translate APIs if you exceed your quota.

     RATE_LIMIT_EXCEEDED is flood protection you are going to fast.

     You need to slow down the number of requests are you are sending. detect the error and implement exponential back off. This way when it fails you wait for a short time and then try again, if it fails again you wait a little longer until the api will let you run again.

     So the solution is to add more delays.

     It seems that by default, devtools::install() checks for all packages listed as dependencies under Depends, Imports and LinkingTo in the DESCRIPTION file (see explanation of dependencies = NA option in devtools reference manual here). This is also true for remotes::install_local(), which devtools::install_local() links to.

     A solution to this is to explicitly disable checking package dependencies: If you use devtools::install("my_local_package", dependencies = FALSE) instead, you no longer need to connect to api.github.com. Doing this makes sense when you know you already have the necessary dependencies installed, which is the case when you're R-packaging your own code.

     (Also worth noting: The default options in devtools::install() require an internet connection for installation of any packages but by setting dependencies = FALSE, it's also possible to install a local package offline!)

   My guess is its a database update that managed to wipe a bunch of credentials for users because it says 403 forbidden for some users but not all. If it was API related then it would be failing for everyone most likely.
