Clear Cooperation Policy
- Under NAR’s pocket listing policy, known as the Clear Cooperation Policy and effective as of January 1, 2020, listing agents and brokers must submit a listing to the MLS within one day of marketing a property to the public. That includes any promotion or advertisement such as flyers, yard signs, or brokerage website displays.

NAR’s MLS Technology and Emerging Issues Advisory Board proposed the policy as a way to address the growing use of off-MLS listings.
The NAR banned pocket listings as part of its Clear Cooperation Policy, in an effort to prevent dual agency issues and promote fairness in the housing market. But not all pocket listings violate MLS rules or state laws.
