  8. I just completed the MW2 campaign for the first time and am still confused on why Shepherd betrays TF141. Shepherd was instrumental in allowing Makarov’s terrorist attack and ploy to pin the blame on the US to succeed, as he blew Allen’s cover and let Makarov know of his true origin.
