Most people who have Medicaid in Texas get their coverage through the STAR managed care program. STAR covers low-income children, pregnant women and families. STAR members get their services through health plans they choose.
Pursuant to Government Code §536.052(b), the Health and Human Services Commission (HHSC) shall develop quality of care and cost-efficiency benchmarks for managed care organizations participating in Medicaid and the Children’s Health Insurance Program (CHIP).
Jan 24, 2024 · The majority of Texas Medicaid benefits are delivered through managed care organizations (MCOs) and dental maintenance organizations (DMOs) that are licensed by the Texas Department of Insurance (TDI) and contracted by Texas Health and Human Services (HHS).
Managed Care Organizations. MCOs provide a medical home through a primary care provider (PCP) and referrals for specialty services as needed. MCOs may offer extra services, also called “value-added services” (e.g. respite, extra dental services, extra vision services, health and wellness services).
