     Although early versions of the CryptGenRandom function may contain weaknesses later versions follow secure standards (see remarks on the CrypGenRandom page.)

     It is weak to just use time as your seed. There is an answer under What is the most secure seed for random number generation? which explains that the unpredictable random seed may only need 128 bits to produce a secure PRNG. It is therefore probably unnecessary to find more sources than those listed in the question, and normally the CryptGenRandom function will already contain and generate enough entropy for itself that the caller does not need to do any of this.

     CryptGenRandom and the function CryptAcquireContext which must preceed it can be called from Delphi like this.

     Although my answers covers setlocale instead of std::locale, this MSDN page seems to imply that the format is indeed the same :

     An object of class locale also stores a locale name as an object of class string. Using an invalid locale name to construct a locale facet or a locale object throws an object of class runtime_error. The stored locale name is "*" if the locale object cannot be certain that a C-style locale corresponds exactly to that represented by the object. Otherwise, you can establish a matching locale within the Standard C Library, for the locale object loc, by calling setlocale(LC_ALL, loc.name.c_str)

     The offline installer doesn't work for Windows 8 and up. You need to enable the Windows feature. Hit the Windows key and type "Turn Windows features on or off". Check off the .NET Framework 3.5. This will download the necessary bits and install the framework on your machine. Take a look at the Install the .NET Framework 3.5 on Windows 10, Windows 8.1, and Windows 8 for more details.

     If you continue to get the above error, you are missing the side-by-side (SxS) install files. To fix this, you need to create an ISO of the Windows 10 installation media. To do this, read Create installation media for Windows.

     Once there, you mount that ISO in Windows 10 by either double clicking it or right clicking on it and selection Mount.

     Next, you will need enable the group policy setting that allows you to point your the alternate sources for SxS install files to the ISO you just mounted. You will need to read the article .NET Framework 3.5 installation error: 0x800F0906, 0x800F081F, 0x800F0907 and follow the directions for Windows 8 (the group policy object is the same for Windows 8, 8.1 and 10).

     Now you should be able to turn the Windows feature on without an issue. There are few reasons that cause this issue, but the most common is an issue trying download the files from Windows Update. If you are in an environment that runs WSUS, the administrator my not have approved .NET Framework 3.5 which preventing the download.

     I have found a workaround...

     I found that it was extracting several dlls to the temp folder during install and the MSI log was complaining about loading one of them. No dependency loading issues found with any of them so I tried copying them all to C:\Windows\SysWow64, but one of them (sqlunirl.dll) got access denied as it is a part of the OS. If I change the owner and permissions of that dll, I can then replace it with the extracted one, install MSDE, and afterwards replace it with the original Win10 one. However the SQL Service Manager app then refuses to start, but since exes always look for dlls in their own folder first, put that same dll in C:\Program Files (x86)\Microsoft SQL Server\80\Tools\Binn. Just in case, I've also copied it to other folders that have executables in too. I've not tested this out yet but have knocked up a quick batch file to install (put it next to Setup.exe along with the sqlunirl.dll grabbed from the temp folder from a previous install attempt):

     (NB: SIDs are used for Administrators group and TrustedInstaller so that it works on any language. Generic Read and Generic Execute rights are the default on the administrators group, but I am also applying Write Owner so that I can set it back to TrustedInstaller as I couldn't find a way to use TakeOwn.exe to set it back!)

   I did run the 2019 Store installer on the LTSC 2021 without any problems. The Store installed perfectly fine and I updated it to the new "Windows 11" version, which took place automatically. So it seems like the installer script for 2019 works well for 2021.
