Southern Sakhalin (called Karafuto by the Japanese) had been under Japanese rule since 1905; the northern half of the island had been temporarily occupied by the Japanese from 1918 to 1925, when they had reluctantly withdrawn. Neither side had major military forces on the island, but both had fortified their respective territories.
