This week, YouTube has announced an update to its Terms of Service which, most notably, includes a new provision that will enable YouTube to insert ads into content that's not part of the YouTube Partner Program.
YouTube does indeed have the right to put ads on your videos, even if you're not monetized. However, look at this as a good sign as this means that when you do eventually reach monetization, you're likely to get accepted as YouTube has already been putting ads on your videos.
