Spotter increases your damage more than On The Ropes due to it having multiplicative damage, while On The Ropes is additive. Spotter might be useful during the raid, however Efficient or Safeguard would be better for the backpack due to the fact you need to keep skills for situational use.

If you didn't know already , you can shoot down the rope bags from Roofs and they will drop. there's also what looks like a supply drop crate that got hung on a building when you leave the second (southern) safe house through the rope exit. you can shoot it to get loot.
Sep 18, 2017 · A bit late but I came up with a very easy solution to doing this quest without a lot of hydromancy spells or spamming bless, but you will most likely need 2 teleport spells. There is a ledge to the far north with a vine ladder.
