Norris, 43, who owned clinics in Cumberland and Westernport, pleaded guilty to one count of felony medicaid fraud, the Maryland Office of the Attorney General said in a news release. Norris' sister, Heidi M. Wiley, 32, also pleaded guilty to the same charge for her role as a biller in clinic operations. Wiley is the sister of Norris.
Oct 18, 2017 · Copies of the indictments detailing charges against Rebecca Dawn Norris, 42, of Frostburg, and Heidi Michelle Wiley, 40, of Cumberland, were provided to the Times-News Wednesday afternoon. Norris was charged in a 12-count indictment and Wiley was indicted on six counts of alleged Medicaid fraud totaling more than $100,000.

Bail is set for both Norris and Wiley at $15,000.
