Truth to Power is a Lore book introduced in Forsaken. Entries are obtained by visiting the Queen's Court with an Oracle's Offering when the Dreaming City's curse is at its strongest. It is a series of messages addressed to the Guardian as part of Savathûn's plan to generate imbaru.
My take: Truth to Power is addressed to us. We are the Power to which Savathun is speaking Truth. The Truth that Savathun is speaking is that the world is not as simple as Guardian Light/Dark morality assumes.
The most important thing about Truth to Power, is that it contains a kernel of truth hidden within layers and layers of lies. It is inherently unreliable, and we have to tread carefully to find its truth.
Every three weeks, a new Truth to Power could be unlocked which correlated with the Dreaming City's three-week rotating cycle that continued the story of Prince Uldren's missing...

After the “Beyond” card in D1 vanilla, Truth to Power may be the most important lore in the entire game. It was working on the Vault that I came to understand the nature of the Vex - not as enemies, but as daemons.
