Nov 6, 2000 · Until his retirement in 1965, Mr. Baird initated and imple- mented proposals that led to the creation of what is consid- ered an outstanding training ipstitution within the CIA. At the time of his retirement, he was presented the CIA's high- est award, the Distinguished Intelligence Medal.
Known to Allen Dulles, then the Deputy Director for Operations and destined to become the Director of Central Intelligence, Mr. Baird was brought to the Agency to organize a training establishment to serve the rapidly growing organization.
