As other posters have said "putting on an accent" is trying to speak the language, what a silly provincial thing to say.

I can tell you, you live for awhile in any of these three and you do not think about LA or Milan. Cairo is EXTREMELY grounding. A think tank could probably set some criteria about what is "world class" and then we could sort cities into and out of world class.
