If you’re going by JLPT levels, be able to write the majority of the kanji up to JLPT N3; or up to about 4th grade or the kyoiku kanji. The last 1500~ of the joyo kanji (or N2 and N1 kanji) should be things you can read or type, but you don’t necessarily need to know how to write by hand.

- Let Guided Kanji Systems Do (Most Of) The Legwork for You. If you’re already using or planning to use a guided system like Andrew Scott Conning’s “The Kodansha Kanji Learner’s Course: A Step-by-Step Guide to Mastering 2300 Characters” or apps like WaniKani, you can just go with the order and method presented.

IMO you should start at 5 per day; it'll take you just about two years to finish, assuming you miss the odd day here and there. If you're comfortable and feel like you want to learn faster, add 3 new kanji per day in two week intervals (so move on to learning 8 per day.. then 11.. etc). stop when you find the place that feels right for you.
