It’s also protected by the mountains, which means the water is always calm like glass. Budva has a lovely sandy beach which is always clean and well-maintained.

Kotor breathes culture and history, with the city walls protecting the very well-preserved city center. When compared to Budva, Kotor is a quieter city when it comes to nightlife but it is quite busy in terms of tourist buzz.
