On December 25, 1991, Gorbachev resigned as the leader of a Soviet Union that no longer existed. The Soviet flag with its hammer and sickle came down. The Russian tricolor was raised above the Kremlin in its place. The breakup of the Soviet Union clearly reflected a lack of ideological commitment among the population.
