Click on the Crown of Lothair, and before you click the event popup to change to Lotharingia, you can click the decision to form The Netherlands. Just make sure France fully doesn't exist before you do this, and be sure to check the Dutch mission tree on the wiki to fulfill as much of it as possible.
Lotharingia is an end game tag. France is not. So if you form loth you can’t form France later. If you form France, you could then in theory form Lotharingia, but I think you have to be burgundy or Lorraine to form Lotharingia iirc.

Jul 29, 2021 · It might be easier to form Lotharingia and get the achievement early if ones manages to become the emperor as Philippe or Charles, as well as being the Curia controller.
Apr 25, 2024 · To form Lotharingia as Burgundy, the player must complete the mission ‘The Crown of Lothair’. This requires that the player first navigate the Burgundian Succession Crisis and join the HRE. Burgundy players without the Emperor expansion and Lorraine players form Lotharingia via a decision with the same prerequisites instead.

It should do the same thing as taking the Lorraine decision from what I've read on the wiki- though the mission is for Burgundy to pick to form Lotharingia. Picking the first option gives you claims to your north, east of the Low Countries, among other things.
