Avery County is one of 420 counties and eight independent cities that fall into the Appalachian Region as defined by the US Government's Appalachian Regional Council (ARC). ARC was founded by President Lyndon B. Johnson in 1965 to address poverty in the 13 Eastern states of Appalachia.

Avery County, located in North Carolina's Mountain region and bordered in part by Tennessee, was formed in 1911 from parts of Mitchell, Caldwell, and Watauga Counties. Avery was the one-hundredth and final county to be created in North Carolina.
