The main issue was that since no criminal charges were levied against Rick, there was a small level of risk to him but only so little... If only Terri's dad did the thing and charged him or an officer with some type of charge then Rick was not obliged to come back to Degrassi and Raditch wouldve had to deny him another chance at the school.

GOSSIP. I have been rewatching degrassi lately and I noticed before the shooting, Rick said he was going to therapy and he was changing and that he will show the others that he changed. But, I noticed that the more he got bullied, he just kept slowly cracking until he broke and shot up the school.
