- The Joker (Cesar Romero) Real talk, straight talk: Romero’s Joker is the best Joker of all time. Better than Jack Nicholson. Better than Heath Ledger. Almost assuredly better than Jared Leto.
- The Riddler (Frank Gorshin) It was a real neck and neck battle between Gorshin’s Riddler and the number one villain on this list. In the end, it’s a bit of a quantity over quality issue.
