Zucker was born to a Jewish family in Milwaukee, Wisconsin, the son of Charlotte A. (Lefstein) (d. 2007) and Burton C. Zucker, who was a real estate developer. Jerry graduated from Shorewood High School. Jerry's paternal grandfather was Leonard Zucker who emigrated from Russia to the United States and became a naturalized citizen.

He appeared in Ghost, The Naked Gun: From the Files of Police Squad!, First Knight, High School High and My Best Friend's Wedding, which were directed, written and produced by David and Jerry Zucker.
In 1941, he married Charlotte Lefstein until she passed away on September 5, 2007. He had three children, David, Jerry and Susan Bresleau.
