It can be unlocked through the 'How to bake your dragon' Heavenly Upgrade, and it can be upgraded through sacrificing buildings and cookies, unlocking new auras.
As soon as you get a Harvest, change Dragon Harvest to Dragon Flight and prepare for some quick clicking and mouse work. The next Golden cookie should appear when the Harvest is about 60-85% done. If you're lucky, you'll get a Flight that overlaps the Harvest.

Dragon Flight and Dragon Harvest are both very powerful buffs, increasing CpC by 1,111x and 15x respectively (1,223x and 17x with Dragon's Fang). While Dragon Harvest is used for late game combos, Dragon Flight is an alternative to Click Frenzy.

tl;dr -- You either get Dragon Harvest with Click Frenzy (x11,655) or Dragonflight with Building Special (~x7,777). It seems to me that Dragon Harvest is a better strategy than using Dragonflight since you can't pair Dragonflight with a Click Frenzy.
