SF probably takes that crown and LA is quickly catching up, but Portland's transit is very impressive. I definitely feel like it's the best transit system of a city that size - comparable metro areas in the US do good to have a single tourist-focused downtown streetcar line but Portland has 4* light rail lines and 2* streetcar lines that cover a very respectable chunk of the greater Portland area.
