Just double checked, there are definitely no submission techs. You simply get to have far, far fewer slaves now, with no workaround. There is now a loyalty bonus tech but that ONLY affects regions, it doesn't increase loyalty in your city itself. Loyalty is separate from submission anyway but that might be what you're thinking of.
