James R. Hines Jr. (born July 9, 1958) is an American economist and a founder of academic research into corporate-focused tax havens, and the effect of U.S. corporate tax policy on the behaviors of U.S. multinationals.

James R. Hines Jr. is the L. Hart Wright Collegiate Professor of Law and co-director of the Law and Economics Program at Michigan Law. He is also the Richard A. Musgrave Collegiate Professor of Economics in U-M's Department of Economics and serves as the research director of the Office of Tax Policy Research in U-M's Ross School of Business.
James Hines teaches in the department of economics and the law school, and also serves as Research Director of the business school's Office of Tax Policy Research. His research concerns various aspects of taxation. He holds a B.A. and M.A. from Yale University and a Ph.D. from Harvard, all in economics.
