Three things: First, the order of the listing of "Screenplay By" is dictated by Writer's Guild rules, meaning that the first person listed gets the biggest pay, and it descends with each name. Second, a screen play with that many contributors means that it went through extensive re-writes and probably sucks now.
The rule now is 33% contribution for a credit, so you could have 3 "screenplay by" credits if you were part of three distinct writing teams. Recently Elvis was credited to "Baz Luhrmann & Sam Bromell and Baz Luhrmann & Craig Pearce and Jeremy Doner." Ultimately it will be decided by WGA arbitrators.
