This episode opens with Crockett and Tubbs attending the demonstration of Havoc; a new non-lethal weapons system which can disable a vehicle in a similar way to how a Taser disables a person but without the wires. The demonstration is interrupted by three armed men; one of them is killed but the other two escape with the weapon.
