Young was born Oct. 27, 1874, on a farm near Van Hornsdale, N.Y. At the age of 16 he entered St. Lawrence University and in 1896 took his law degree cum laude from the Boston University Law School.

Young, met in Paris on Feb. 11, 1929, to revise the Dawes Plan of 1924. Its report (June 7, 1929), accepted with minor changes, went into effect on Sept. 1, 1930.
