The second season of Phineas and Ferb is comprised of sixty-five episodes divided into thirty-nine half-hours, which originally aired from February 19, 2009 to February 11, 2011 on Disney XD and Disney Channel. The season continues the adventures of Phineas and Ferb as they make the best of their summer vacation, while Candace tries to "bust" them for it, and Perry fights the evil Dr. Doofenshmirtz.

The season was officially announced in April 2008, with additional episodes ordered in July. It started production shortly after its unveiling, with Robert F. Hughes, Zac Moncrief, and Jay Lender heading it as the primary directors. A sneak peek of the season aired on Toon Disney in January 2009, leading up to the formal premiere a month later on Disney XD, where episodes would first debut until summer 2010. During its run, various events were held in multiple platforms, boosting the series' recognition to a franchise level.

Seeing the success of the series in the first quarter of 2008, in which it became the number one animated show for kids and tweens, Disney decided to order a second season of twenty-six half-hours, unveiling it at the upfront presentation to advertisers on April 9, 2008. On July 27, 2008, thirteen half-hours were added to the order, bringing the season to thirty-nine episodes.

Production began soon after the season's announcement. Some changes were made to the crew, with animation director Robert F. Hughes being promoted to episode director, and Scott Peterson taking over as head writer from Martin Olson, who continued as a writer. Along with Hughes, Zac Moncrief and new crew member Jay Lender leaded the episodes' direction; series creators Dan Povenmire and Jeff "Swampy" Marsh assisted them in a few occasions. Story artist Jon Colton Barry and writers May Chan and Jennifer Keene joined Peterson and Olson as staff writers.

This season saw many guest writers pitching storyline ideas. Names included the duos Bill Motz & Bob Roth and Devin Bunje & Nick Stanton, and Chelsea Lately panelist Jen Kirkman. As with the first season, story artists were divided into teams of two, with each team working in a different episode. Duos for the season include Jon Colton Barry/Piero Piluso, Joe Orrantia/Mike Roth, Antoine Guilbaud/Kim Roberson, Sherm Cohen/Chong Lee, and Michael Diederich/Perry Zombolas. In addition to Wang Film Productions and Rough Draft Studios, the animation was outsourced to a third studio, Synergy Animation.

With the complementary ordering, early guest stars for the season were revealed. Among the names listed were Falcon Crest star Lorenzo Lamas, High School Musical lead Corbin Bleu, and The Mary Tyler Moore Show actress Cloris Leachman. More names were added alongside the unveiling of Season 3 on June 9, 2009, including then-Disney stars Jennifer Stone and Moisés Arias. Later featured guests included couple Ben Stiller and Christine Taylor; singers Clay Aiken and Chaka Khan; and Family Guy creator Seth MacFarlane.

A preview of the season was confirmed on January 18, 2009 via a promo to be aired on Toon Disney on the 23rd of that month as part of a weekend-long marathon, after being listed in the schedule since early January. A few weeks later, on February 2, it was announced that new episodes would premiere on Disney XD starting on February 16 to kick off the second season.

Throughout 2009, the series' popularity grew further. To test the waters for possible franchising, an event was held around the musical clip show that had been in production, inviting viewers to vote for their favorite songs from the first season amongst a select amount. This proved to be a massive success, prompting Disney to begin promoting the show to a franchise ahead of its next event.
