Francis earned his B.A. from Johns Hopkins University in 1969 and his Ph.D. in modern history from the University of North Carolina at Chapel Hill in 1979. From 1977 until 1981, he worked as a policy analyst at the Heritage Foundation. He joined the staff of The Washington Times in 1986, where he worked as an editor and staff columnist.
