The state was founded on 27 April 1992 as a federation comprising the Republic of Serbia and the Republic of Montenegro. In February 2003, it was transformed from a federal republic to a political union until Montenegro seceded from the union in June 2006, leading to the full independence of both Serbia and Montenegro.

The State Union of Serbia and Montenegro ended its existence in June 2006 when Montenegro voted, after a referendum in favor of independence, to leave the State Union. Serbia proclaimed its independence on 5 June 2006, as the successor state to the State Union of Serbia and Montenegro.
Independence of Montenegro. In a referendum held on May 21, 2006, 55.5 percent of Montenegrins (just over the necessary threshold of 55 percent) voted to end the federation of Serbia and Montenegro. On June 3, 2006, Montenegro declared its independence, which was recognized by the Serbian parliament two days later.
